My noble friend is right to move this probing amendment. Every day as I come to work here, I see the white Serco vans manoeuvring in and out of Horseferry magistrates’ court. However, I would like to probe in a parallel but slightly different direction the following matter, which seems on the face of it paradoxical. Local authority secure homes are closing down in many different areas, while secure training centres for young offenders are opening. Local authority secure homes will almost always be much smaller in capacity. Therefore, they are more likely to be near the families and friends of those confined within them. Are the secure training centres able to provide important training that is not available in local authority homes?
