I thank the noble Baroness for that reply. In her keenness not to sound like a broken record, she might have missed one or two points. Of course the Act applies to the delivery authority, but there will be no personal data of any significance. The importance of the amendment is to ensure that when you design a scheme for somebody else to operate, you ensure that you embed the principles of the Data Protection Act into the scheme design. Ditto for economy and efficiency: any public authority will have an obligation to be economic and efficient with its own money, but if it is designing something for somebody else, does it have that obligation? That is not at all clear, which is why I raised the issue. That is what the Minister did not address, but I shall not trouble the Committee further this evening.
