I accept that the question ofthe delivery authority may give rise to slightly different issues. Nevertheless, it will be preparing for implementation as well as simply giving advice, and it occurs to me that if any of its function of preparing for implementation were put to a committee, which it might be as relatively few of its members are members of the authority, it would not be right for the authority not to control it. I shall think further about what the Minister has said. We will clearly return to this issue when we consider the next Bill, if the drafting of this part about committees remains in the longer term, but before Report I shall think carefully about whether it is relevant for this Bill. I beg leave to withdraw the amendment.
