It is still as clear as mud, but the Minister was trying to be helpful. He gave an answer as to why my amendment is not necessary, and I understand that he has done so in order to put it on the record. It certainly is a probing amendment just to tease out what the Explanatory Notes actually mean. I shall have a look at Hansard to see if the response means more to me tomorrow than it does tonight.
