The Government’s position appears to be rather mixed on this, because they seem to be insisting that the link will partly be paid for by the rise in state pension age and partly by new money, and that the Bill is affordable, with clear funding structures behind it. In the next moment, almost in the next breath, the Government claim that further flexibility is necessary on the timing to ensure that the promise that the Bill makes to pensioners is affordable. For goodness’ sake—which is it?
