Is not it a concern that there is little on the face of the Bill to guarantee independence? There is no guarantee, beyond the Under-Secretary’s assurances, that the appointments process will follow Nolan principles. The independence, accountability and openness that Nolan guarantees is not enshrined in the Bill.
