Clause 1 sets out the regulatory objectives, one of which is"““encouraging an independent, strong, diverse and effective legal profession””." Moreover, the Lord Chancellor’s appointments procedure will be subject to supervision by the Commissioner for Public Appointments. A joint appointment would not be dealt with in that way, and could therefore undermine the independence that the commissioner would ensure.
