I am amazed by what I have heard. I do not fully understand what is meant by ““contestability””. I should have thought that, if the service provided by the voluntary organisation was a better service, it would be in a position to negotiate a better deal. Furthermore, I am not entirely clear what ““commissioning”” means. I should have thought that it meant entering into a contract with the sub-contractor to do the job. It would be very careless of the charities if they did not ensure that the contract provided for the period of funding and the terms of withdrawal and so on.
