I am grateful to the right hon. Gentleman for giving way. Does he agree that it is a bit hypocritical of the Liberal Democrats to have changed their mind? The hon. Member for North Devon (Nick Harvey), who represented the Liberal Democrats in Committee, raised no objections and tabled no amendments. In fact, he said:"““I commend the right hon. Member for Penrith and The Border on giving us the opportunity to have this useful debate.
