Further to that point of order, Madam Deputy Speaker. My difficulty is that I thought I heard the hon. Member for Lewes (Norman Baker) say that it will be recorded in Hansard that at the start of his speech he did in fact propose the question. He proposed the question in the course of his speech, too, so I cannot see why we should vote on something that has already been done.
