My Lords, I would not normally interrupt. The Minister has misconstrued my remarks. She has just argued that there are ways of designating areas. I was remarking to my colleague that designation cannot take place on the spot. My noble friend's amendment gives immediate recourse to the police to carry out a search where they have reason to believe that fire arms are being carried. I would never laugh about that. I was merely smiling at the Minister trying to get out of a very deep hole that the Government have dug for themselves.
