Any other person in local government in this country is subject to scrutiny, controls, rules, and standing orders. The Mayor is the only position in this country that is like this. Having listened to the noble Lord, Lord Tope, and thinking about it carefully, we still take the view that this should be a two-term job. I cannot do anything more with this today.
