I thank the noble Baroness for her wishes for luck with my amendment, which arrived in a rather funny place where I would not necessarily have wanted—there was a bit of confusion over it.
It seems to us that any strategy that the Mayor puts forward has to have some approval from someone. He is quite on his own up there, and it makes sense that, if you have an Assembly that you can consult and make sure that it thinks that something is a good idea, that should be what happens. Even if happens in the breach at the moment, perhaps it ought to happen with a bit more authority.
