I was not at all being flippant when I said they should refer to the Act. I accept the difficulties there are in accessing legislation, and I do not have a complete answer for that. My instinct would have been to suggest that the Mayor's office should be rung and discussions had directly with his staff who are there to inform the public about access. We know the Mayor is open he takes the process of democratic engagement very seriously—and I would have thought that was a place to start. I will write to the noble Lord, because he is making an important point.
The question was raised of the nature of consultation and what guidance there may be on it. Cabinet Office guidance is issued on consultation processes. Although those are essentially government processes, the guidance creates a framework of expectation about what should go into making a thorough and meaningful consultation. That is a useful framework in itself.
I reiterate that I appreciate the opportunity to have this debate, but I am afraid we cannot accept the noble Baroness's amendment.
