May I press my noble friend a little further? She said that people should refer to the Act. The kind of people I am talking about have probably never handled an Act in all their lives; they probably do not even know what one looks like, and would not know where to find it. They would not know you could get it in a public library, and if they went to a library they would probably have difficulty getting access to it. They would probably have to go to HMSO, although they probably would not know what that was anyhow. The point is whether a simple source of information is available. That was what happened during our argument with the GLA; no one knew what the rules were and how to proceed.
