My Lords, I am grateful to the Minister for that reply. I am aware that the commission is not an enforcement body. However, it has statutory duties and therefore the spirit of its work is recognised, enforceable or not. I am still disappointed that the Government will not move on this issue, but they have probably painted themselves into an obdurate corner in this respect. I would have been happy to reserve our position on this to Third Reading to see whether there was movement, but I do not think there is any likelihood of that.
