My Lords, the Minister has just answered the question that I was going to ask as to the statutory effect of guidance from the Secretary of State. It does not sound as if it amounts to more than something that the ombudsman hasto take into account. Sometimes it is part of ombudsmen’s jobs to get bits between their teeth. Is guidance sufficient in the important circumstances that we are talking about? That issue must be addressed.
