Offender Management Bill

My Lords, I thank the Minister for distributing her letter, which many of us have not yet seen. I welcome the comment that, "““our proposals create greater local accountability than is provided by the current arrangements?." She has just said that trusts will work closely with local authorities. Is it clear that trusts will therefore all have clear local geographical bases or will some of the trusts have other functional responsibilities, as in the National Health Service? It is not at all clear in the Bill.
