My Lords, I am always happy to supply help. I think the codes of practice are already in the Library, and they are certainly available on the websites. I will ensure that the noble Lord, Lord Campbell, has his own copy of them. I was trying to describe in brief what the guidelines cover. These panels do not necessarily end up voting, but if they do, the chair would indeed have a vote—if there were a disagreement on the panel, for example.
