I, too, support the amendment. It is a price well worth paying, given the intense interest, sensitivity and reservations expressed in the Committee and elsewhere. I hope that some commentators will not find it an irksome imposition. It is not: it would demonstrate that a strict discipline is being applied to what we are suggesting. It would therefore provide a platform to ensure that decisions are subject to scrutiny, as has already been said by noble Lords. Overall, the gain is considerable. It would not be an undue burden, and I hope to see it included in the Bill as it leaves for another place.
