The Minister makes a perfectly valid point. Clause 61(4)(a) provides that nothing in the clause authorises a disclosure which, "““contravenes the Data Protection Act 1998””." The Minister just used the expression ““actual fraudis occurring”” and she talked earlier of suspected fraudsters. Could she enlighten us on who is a suspected fraudster, who decides who is a suspected fraudster and whether suspected fraudsters will come within the ambit of these provisions?
