I am still not convinced that the Minister has explained why the Government’s position is preferable to that of the draft Clause 15. I appreciate that the way in which I tabled the amendment may mean that those advising him were not psychic so did not realise what kind of answer I was seeking. At this stage I will withdraw the amendment, but I will try to persuade the Minister to write to me between now and Report. The noble Baroness indicates that she would be prepared to do so.
