Fraud (Trials without a Jury) Bill

My Lords, would the noble Lord confirm that on at least two occasions at the time when that order was presented to the House, and during the passage of the Fraud Bill, he, on behalf of the Opposition, made it clear that they wanted to engage in debate on the details in the context of primary legislation? If that was the position that they took then, why is he now suggesting that actually all that they ever wanted to do was simply to vote yes or no to this provision?
