My hon. Friend makes an important point. When the Committee on Standards in Public Life examined the issue, it found more than 300 cases of electoral malpractice and it recommended—I shall come to this later in my remarks—that the Government should be doing the research to find out the current level of fraud. I invite the Under-Secretary of State for Constitutional Affairs, the hon. Member for Lewisham, East (Bridget Prentice), to commit herself, when she replies to the debate, to making the results of such research available, because it is very important.
