Legal Services Bill [HL]

I was not failing to listen to the noble and learned Lord; I was simply welcoming the noble Lord, Lord Thomas of Gresford, who has now joined us for the rest of our deliberations. I wanted to say hello to him and I apologise, but I was listening. I am not being stubborn. I have said that I will look at the issue of fairness and I have tried to indicate the approach that I will take. Of course, I will discuss this with my colleagues who have policy responsibilities, some of whom may take an even steelier view. I have listened to noble Lords and have tried to indicate the approach that we will take. I hope that we can all reflect on that between now and Report and I will have a discussion to see whether I can say more in the Bill that might, at least in part, address the concerns raised.
