European Communities (Employment in the Civil Service) Order 2007

My Lords, I am absolutely confident that my noble friend Lord Trimble would forgive the Minister, as I would, for his common-sense answer in the first instance and regret that he had to apply the rules on his follow-up. But that is not the point that I wanted to make. The Minister uses the term ““the Permanent Secretary””. In Northern Ireland, we have the head of the Civil Service and a number of Permanent Secretaries. Would the Minister tell us exactly what he was saying a moment ago in that regard, for the sake of clarity?
