The noble Lord is absolutely right; that is another reason why we do not think that a pilot scheme would work. It also has implications for the sunset clause, to which we will come, but I promised that I would not go into that now. I hope that what I said gives a better indication of how the timetable will work. As I said, I shall ensure that it is available in hard copy.
