Certainly, we would have to think about how to do it and discuss this point with those who are considering becoming licensing authorities. As the noble Lord says, if you are going to do an impact assessment, it is important to do it properly. We would need to consider all those factors, as I said. I am not moving away from any of the principles of local provision; however, people get services in lots of different ways. They do not get them just through local services on the high street, important though that is. People get their services by telephone, the internet and in lots of different ways. The critical issue is to provide a range of opportunities for people to get high-quality services, including those in their locality, for all the reasons that we discussed.
