UK Borders Bill

I apologise to my hon. Friend for arriving after he started to speak. Some concern has been expressed to me about whether the provisions will be extended to children under the age of 16. Will he tell the House his intentions in that regard? Under the Identity Cards Act 2006, those aged 16 years old and under are not covered.
