My Lords, of course I will withdraw Amendment No. 61. As for the rest of the discussion, it merely illustrates how confused I was. As the parliamentary draftsmen will be spending more time on the Bill, if they find opportunities to render this part more understandable—if not to the layman, at least to the informed layman—I shall be most grateful for those efforts.
