My Lords, I thank the Minister for his full and careful reply. He replied in considerable detail. As he suggested, I will read carefully what he said and reflect on it. However, I am grateful to him for being flexible and forthcoming, and for indicating that he would be willing to have further discussions about the amendment, whatever his reservations about it.
