Welfare Reform Bill

Proceeding contribution from Jim Murphy (Labour) in the House of Commons on Tuesday, 9 January 2007. It occurred during Debate on bills on Welfare Reform Bill.
I beg to move, That the Bill be now read the Third time. The Bill implements one of the most ambitious reforms of social security in modern times. It reflects an entirely new approach to the benefits system that is underpinned by the concept that each individual’s capability should be recognised—instead of writing people off as incapable. It enshrines the proper balance between rights and responsibilities and it embeds the clear progressive values of opportunity and security—[Interruption.]
