The noble Lord has just said that Amendments Nos. 44, 45 and 49 would put an obligation on the council, but the Bill does not say that. Under the heading, ““The research function””, it states that the council, "““may obtain and keep under review””."
It may or may not. Similarly, under ““The information function””, the council, "““may facilitate the dissemination to consumers of advice and information””,"
or it may not. What is the DTI up to? It is scurrying around trying to get business. We know perfectly well—at least, we assume—that it is under the axe anyway. We just wonder what this Bill is for. With this sloppy thinking, the sooner it goes the better.
