My hon. Friend makes the point well. He picks up the point I was making: clear guidance is needed, as the Minister acknowledged when she opened the debate, to show when we are dealing with strategic powers. Where I do not agree with my hon. Friend the Member for Islington, North (Jeremy Corbyn) is that it would be inappropriate to give the Mayor additional powers, as I shall explain.
