My Lords, I thank the Minister for that reply. I am pleased that people in his office are still talking about the heated debate that we had in Committee. My noble friend Lord Bilston and I are somewhat disappointed that the noble Baroness, Lady Miller, did not follow on from what we thought was a slight retreat from her original position. We know from all her other amendments that her heart is in the right place, but that is not quite the position on this issue. In view of the Minister’s positive response, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. Clause 10 [Improvement notices]:
