My Lords, I thank the Minister for her very clear explanation in response to our questions. I do not wish at this stage to get into extraneous arguments about prison population or ID cards. Suffice it to say, the explanation is sufficient for me to be happy about it, and we back the proposal. Amendment No. 139, as an amendment to Amendment No. 138, by leave, withdrawn.
