““(3) When carrying out an inspection to which sub-paragraph (3A) applies, the Chief Inspector shall act jointly with the Auditor General for Wales to the extent that the Auditor General-
(a) has power to carry out the inspection, and
(b) considers it necessary or desirable to act jointly with the Chief Inspector in the interests of sharing expertise or avoiding duplication.
