““(2) When carrying out an inspection to which sub-paragraph (2A) applies, the Chief Inspector shall act jointly with the Audit Commission to the extent that the Commission-
(a) has power to carry out the inspection, and
(b) considers it necessary or desirable to act jointly with the Chief Inspector in the interests of sharing expertise or avoiding duplication.
