The right hon. Gentleman has dealt with the criminal liability that will be attached to employers who employ illegal immigrants. He is wholly right to say that the criminal sanctions should apply only to employers who act knowingly—that is, it should not be an absent offence. May I suggest that the same rules be applied to the public sector as to the private sector, so that Ministers and permanent secretaries will be exposed to the same liabilities as members of a private-sector board?
