The noble Lord said: Amendments Nos. 2 and 3 give rise to all sorts of interesting questions as to what is the definition of war and what amounts to direct participation in war. The noble Lord, Lord Lester, has been so gracious, and we have had such a happy atmosphere so far, that I shall not risk souring it by pressing either amendment to a vote.
