I thank the Minister for her explanation. This is a technical matter. I shall read Hansard tomorrow and tease out what has been said about what we are proposing. We are very concerned about the culture that has developed in this country in relation to compensation, court actions and so on. It is important to look at the difficulties caused to small businesses, which is behind this. We shall consider the issues, and if need be, we may return to the matter on Report. In the mean time, I beg leave to withdraw the amendment.
