Animal Welfare Bill

Proceeding contribution from Lord Lucas (Conservative) in the House of Lords on Wednesday, 14 June 2006. It occurred during Debate on bills and Committee proceeding on Animal Welfare Bill.
I understand entirely what the Minister has said about the drafting in Amendment No. 72 and I am sure we will come back to this. It the Minister does not approve of the idea of the super-affirmative procedure as a way of providing a real bite, what about restricting the clause by saying that regulations must be made in response to a real need based on clear evidence, and must be proportionate? Would that sort of restriction be appealing to the Minister?
