Unless we have a clear definition of what we are talking about with regard to sanctuaries, it will be difficult to identify how many sanctuaries there are. I believe that the Government’s intention is that by 2009 there will be some form of inspection. If the Bill is to proceed, it may be found that certain establishments are not adequate to meet the welfare needs of animals and some of the animals may be transferred to sanctuaries. It would be better to know now. I welcome the consideration that the Minister has talked about, but it would be very helpful to have a clear definition of how the Government are to proceed on the subject.
