Are we to have a definition of what constitutes an animal sanctuary? Presumably an animal sanctuary could include not necessarily a pet shop, but catteries and boarding kennels? It would be useful to know how far the definition will go. If the Minister is considering producing a code of practice, it would be interesting to know when that might be available.
