With this it will be convenient to discuss the following amendments: No. 5, in page 2, line 16 [Clause 2], leave out ‘(functions of legislating or'.
No. 9, in page 2, line 21 [Clause 2], at end insert—"‘(2A) Provision made under subsection (2)(a) may only confer functions relating to the functions of legislation subject to the provisions of section (sub-delegated legislative functions)."
No. 7, in page 3, line 13 [Clause 4], leave out from ‘on' to ‘unless' in line 14 and insert ‘any person'.
No. 8, in page 3, line 23 [Clause 4], at end add—"‘(5) Subsection (1) does not apply to—""(6) An order under subsection (5)(d) must be made by statutory instrument.""(7) A Minister of the Crown may not make a statutory instrument containing an order under subsection (5)(d) unless a draft has been laid before, and approved by resolution of, each House of Parliament.'."
