The Government deserve credit for listening to representations and giving ground in some other areas, but does my hon. Friend accept that in this area they have failed to meet the assurances given by the previous Minister, the hon. Member for East Renfrewshire (Mr. Murphy), to the Procedure Committee? Is he aware that on 7 February this year, told the Procedure Committee:"““so our commitment is very clear, that we will not seek to do anything which is highly controversial. The Select Committee will make a judgment on that and the Select Committee can veto any recommendation from a minister.””"
The veto now proposed falls far short of that commitment.
