I have sort of got the point, Mr. Deputy Speaker. If the hon. Gentleman is seeking to run an auction between him and me about the length of time after which my hon. Friend the Minister ought to report to the House, perhaps we ought to start now. I agree that five years is a long time. Certainly, a serious review of such mechanisms ought to be conducted within the lifetime of a Parliament because this is an important issue—and leaving aside all the bluster of yesterday, there is an earnest desire on both sides of the House to make some progress.
