After the hon. Lady’s exchange with the hon. Member for Bexhill and Battle (Gregory Barker), does she accept that the important message in this debate is that although the Bill sends a signal about a direction in which we want to proceed, the actual delivery still very much depends on the Government taking the actions that will be necessary to achieve the Bill’s aspirations?
