I wonder whether the hon. Lady would accept that the Government are doing quite a lot to encourage individuals to be more efficient in their use of energy through the warm front scheme. It has certainly helped a lot of people in my constituency who are on low incomes to use energy-efficient measures, including insulation, in their properties.
