My hon. Friend makes an excellent point, and perhaps I can illustrate why I support what he says with an example from another area. Not that long ago, unleaded fuel was not widely used. However, through the use of fiscal measures and cuts in taxation, we were able to promote its use. He suggests that we should consider measures such as cutting the cost of planning permission to promote microgeneration, and I agree that we need such tools to promote the behaviour that he described.
